Ground Beef

Most consumers don't realize that ground beef and hamburger meat aren't necessarily the same. The primary difference is that fat may be added to “hamburger” but not ground beef if the meat is ground and packaged in a USDA-inspected plant. But the two share more similarities than differences. Neither can exceed 30% fat by weight and both can include seasonings but no water, preservatives, extenders, or binders. In addition to being used to make hamburgers, both ground beef and hamburger meat are used in a variety of dishes ranging from meat loaf and chili to meatballs and casseroles.
 
Both products must conform to the same guidelines for storage, handling, preparation, and re-use in order to prevent spoilage.
